The purpose of the joint senates is to share information no resolutions other than item 8, the resolution recognizing Sandy Hays contributions to the District. Martha Kanter spoke about her work as chancellor and goal of leaving the District in very good financial shape. She is very active in Sacramento on behalf of those activities. Outreach is another key goal. Martha discussed the Districts 2005 2006 goals, the upcoming board elections, and Measure E activities. Further discussion included categorical needs that include unfunded projects, major maintenance, instructional budgets, and future site acquisition. The District needs to grow, or it will decline in funding. Half of the districts across the state are in very bad financial state. Martha suggested that Student Learning Outcomes (SLOs), need to be defined by the senates, and perhaps the senates could provide such a definition for that term. Martha underscored that FHDA is committed to equity and student success. Dan Mitchell and Paul Starer commented on the upcoming State Plenary Session which meets in Pasadena later this week. Some of the key topics are: Reassigned time for faculty. Across many campuses reassigned time is a poorly understood and or nebulous process. The goal of this resolution is to perform a survey to determine how reassigned time is allocated. A possible reason not support this resolution would be calling attention to excess use of reassigned time during budget cuts. There is a resolution that might set up the state as a policing body for looking at distance learning, and might require separate course outline submissions for online courses. This could lead to a separate and not equal dual class system, and the possibility that online courses might not articulate to some CSU & UCs. UC & CSU might not be comfortable with CCs that dont look at online courses for similar rigor. This resolution is coming out of Area D, and could have a big impact on FHDA, and especially on all the online courses in FGA. An issue has arisen as what power a faculty may have if a student cheats. The Black opinion, or Black Finding, of 1995 states that an F may only be assigned for the offending assignment. This means that if a student cheats on a test, or plagiarizes a paper, the student can only be failed on the single assignment, and not fail the student for the entire course. If the Black opinion is found to be valid, faculty would have to prove to a grievance process that the student should fail the entire course, rather than just a single assignment. Dan Dishno of OTI made a presentation about Cal Works, a job training and job placement program that works with WIA and one-stops. The program costs ~1.5 million dollars, and generates 900,000 in WSCH. The County requires that students enrolled in Cal Works be on campus 30 ours a week. Some have family issues. Looking for 70 to 75% retention in the program. Lydia (DA Senate President) spoke about the Academic Freedom component of the sexual harassment policy being negotiated though the shared governance process. We are trying to get the language of the academic freedom component of the harassment policy written in fashion satisfactory to faculty, the Senate, and FA. There are some questions about the respective roles of Senate and FA in negotiating the language of the policy with the district. Sandy Hay resolution. Sandy Hay has been a distinguished member of the board for of trustees since 1998, and a member of the faculty for 35 years prior to that. A move to approve a resolution with two resolves (senate officers will change the language and return it to each respective senate) passed unanimously. Lydia announced new DeAnza programs on machining and interactive design. Paul Starer requested that Robert Cormia report on the CTIS enrollment situation. The Senate is involved in both program creation (DeAnza courses) as well as program discontinuation. This update follows a briefing last spring. In April 2005, President Fong addressed the CTIS division about the problem of declining enrollments. The Faculty Association, FA, was present. Bernadine stated that if CTIS enrollments continued to decline into fall, that a decision might be made, possibly in winter, that might include RIFs. The decision might also include program discontinuation. She encouraged us to think about any activities that might help increase enrollment, especially new courses, marketing, and outreach activities. Bernadine met with the division on opening day, and listened to our activities during the summer to increase enrollments. We discussed our CTIS student survey done in spring, and efforts to create an email database marketing facility. The current census data (week 3 and week 6) suggest our enrollments are down about 10% over the same period last year (although the most recent data suggest 7%). We have not heard from the President, or our dean, about a decision. We have become increasingly concerned that the DeAnza faculty were not aware of possible changes in the CTIS division until their opening day this fall, which could impact DeAnza CIS faculty through bumping. Paul Starer plans to ask JDG to take up the CTIS issue, to ensure that consistent information is shared with CIS faculty at both 17Թ and DeAnza Colleges. Resolution Regarding Scheduling of Basic Skills Classes Whereas the 17Թ academic senate has encouraged faculty in all divisions to consider basic skills prerequisites and/or advisories for their college-level courses, and Whereas many departments and divisions are placing advisories on their college-level courses, and Whereas the scheduling of sections of basic skills math, English, and ESL courses currently competes equally with all other courses on campus for room assignments, and Whereas the successful early start of a student in a basic skills sequence requires the student to have a subject -specific section to register for once he/she has been assessed as needing basic skills instruction, Resolved that the 17Թ academic senate urges the deans of Language Arts and Physical Science, Math, and Engineering to prioritize the scheduling of basic skills math, English, and ESL courses to accommodate increased enrollments in these courses, and Resolved that the 17Թ academic senate urges the President of the college and the Vice President of Instruction and Institutional Research to give classroom scheduling priority to these two divisions for this purpose. FHDA Web-based Faculty Survey on Public Domain Learning Materials DRAFT4 - RBB 11/1/05 A Strategy to Reduce the Costs of Textbooks and Learning Materials In December 2004, the 17Թ-De Anza Board of Trustees adopted a policy to advance the use of public domain-based learning materials. The purpose of the policy is to promote the use of learning materials residing in the public domain to augment and/or replace commercial materials, including textbooks, to reduce the cost to students of textbooks and other learning materials. Generally, works are regarded as being in the public domain if they are either ineligible for copyright protection or have expired copyrights. No permission is needed to copy, use, modify, or quote extensively works in the public domain. They can be copied and distributed to classes or digitized and placed on course Web sites. The current 1976 Copyright Act, as amended, gives authors exclusive rights to their works to copy, distribute, sell, modify, convert to other formats, and/or to perform or display. Currently, the authors rights begin automatically when a work is created and are not limited to those that bear a copyright notice or are registered. Almost all works created after 1978, even those with no mention of copyright, have copyright protection. For works created after 1978, copyright generally lasts for the life of the author plus 70 years. If a work is published prior to 1923, it is in the public domain. If published in the U.S. between 1923 and 1978 without a notice, it is in the public domain. If published between 1923 and 1963 with a notice that has not been renewed, it is in the public domain. If you want to put a current work in the public domain, you can make it clear, preferably in the work itself, that you do not assert any copyright ownership or interest. To assess the current status of interest in and use of public domain materials, and to help develop a plan for advancing the use of public domain materials for teaching and learning at 17Թ-De Anza, the Academic Senates of 17Թ and De Anza request that you complete the following survey. Are you aware of whether there are public domain materials available for teaching and learning in your field? Very aware Somewhat aware Not aware If aware, may we have your name, phone extension, and email? ________________________________ If you are aware of public domain learning materials for your field, what is your assessment of the quality of those materials? At least some have very high quality At least some have high quality All have low quality Are you currently using any public domain learning materials in your classes? Yes No If Yes, in which courses? (Please list all such courses)_________________________________________ If yes to #3, what is the nature of the public domain materials learning materials that you use? Public domain: Paper Textbooks Textbooks available on the Internet Non-fiction Books Fiction Books Journals and journal articles Reference works Images, music, or movies Other materials ______________________ If yes to #3, how are the costs of the public domain learning materials for your classes handled? A) Students make or buy copies, other. B) Copies provided to students using college/district funds Assuming you became aware of relevant public domain learning materials, how likely would you use them in any of your classes in the future? Very likely Likely Neither likely nor unlikely Not likely What is your level of interest in helping to produce public domain materials for your classes or field and under what conditions would you be willing to contribute to such a project? Respond in your own words in the text box below. If you are interested in any way, would you please provide your name? ______________________ If you expressed interest in #6, what support or resources would you need? Check all that apply: A development team to work with. Workshop on copyright, intellectual property, and the nature, availability, and accessibility of public domain materials.
